Dear BNCT Delegates,

We look forward to welcoming you to Paris on November 30 for the 6th meeting of the BNCT Working Party. The meeting represents a kind of watershed: a meeting of past, present and future. Our Working Party has released seven reports since the last meeting, in broad range of areas including bioeconomy, microbiome, marine biotechnology, neurotechnology and statistics. We will strategise about what we can do to heighten the impact of this work. We will discuss ways to strengthen current projects and lay out the future programme of the Working Party. See you soon!

Frascati Manual R&D and the System of National Accounts November 10, 2017 - 6:16am

This paper looks at the Frascati Manual 2015 (FM) framework for Research and Development (R&D) statistics and the System of National Accounts (SNA) framework of comprehensive economic accounts - giving an overview of their shared history, analysing their approaches to measuring R&D following the introduction of R&D assets in the 2008 SNA, and highlighting changes in the latest FM which can help value and allocate these assets.

Trust in peer platform markets: Consumer survey findings November 10, 2017 - 6:15am

Following up on a 2016 report exploring issues related to protecting consumers in peer platform markets, the OECD Committee on Consumer Policy conducted an online survey of 10 000 consumers across 10 OECD member countries in order to better understand the role and drivers of consumer trust in PPMs. This report discusses the findings.

This paper synthesises the main policy implications of OECD work focusing on the interplay between participation and positioning in global value chains (GVCs), employment demand and supply, and workforce skills endowment.

OECD Digital Economy Outlook 2017 November 10, 2017 - 6:08am

With its potential to galvanise economies, digital transformation is now high on the global agenda.

Released on 11 October, the Digital Economy Outlook 2017 provides new data and insights on the digital transformation.

It offers an overview of policy and regulation as well as trends in access and connectivity, ICT usage and skills, innovation, applications and transformation, and digital risk and trust. It also explores the opportunities and challenges raised by artificial intelligence and blockchain.

Conference on Artificial Intelligence - "AI: Intelligent Machines, Smart Policies" November 10, 2017 - 6:02am

Learning algorithms already greet us on our digital devices, influence our purchases, govern our news feeds, and will soon drive our cars. What sort of policy and institutional frameworks and values should guide AI design and use, as autonomous and self-taught machines become part of our everyday lives?

On 26-27 October policymakers, representatives of civil society and AI experts from industry and academia met at the OECD to discuss the opportunities and challenges posed by AI and the role of policy and international co-operation in making the most of this technology.

The TIP plenary meeting (12-13 December 2017) will be preceded by a conference on 11 December: "TIP@50: What have we learnt? Where is innovation policy heading?" This conference commemorates the 50th meeting and the 25th Anniversary of the TIP. All information about the conference can be found here.

Thailand was classified an upper-middle-income economy by the World Bank in 2016 and the second largest in South East Asia. In spite of recent political turmoil, the Thai economy gained pace in 2015 and growth is expected to grow at an average annual rate of 3.6% between 2017 and 2021. While agricultural exports (mainly caoutchouc, manioc, sugar, and rice) have suffered from   low commodity prices in 2014 and 2015, tourism re-emerged as one of the top drivers of growth.
